Internal software / Procurement intelligence
Atorasu
Find the work worth looking at.
Public-sector software opportunities are scattered across procurement systems, agency sites, and vendor portals. Atorasu is the system Kumiko built to find the ones worth reviewing.
01 / The problem
Scattered by default.
Public-sector software opportunities are published across procurement platforms, agency websites, municipalities, public institutions, and vendor portals.
Atorasu collects those sources into one place before anyone has to decide whether the work deserves attention.
02 / The system
Collect. Normalize. Gate.
Score. Review.
Each stage has a narrow job. The system reduces a noisy collection problem into a small queue worth human attention.
03 / Collection
Different at the edges.
Atorasu works with selected agencies and configured searches across multiple public procurement platform families.
Source-specific collection stays at the boundary. The rest of the system works from a common opportunity model.
13 enabled source and agency configurations are currently in the production setup.
04 / Review
The software doesn’t make the call.
Automation narrows the field and shows its reasoning. Kumiko makes the pursuit decision.
05 / Evidence
40/100 isn’t a guess.
Atorasu uses deterministic rules for matching and ranking. Every score keeps its evidence, and gates remain separate from software fit.
06 / Engineering
One executable.
One database.
Atorasu is intentionally small infrastructure.
Deterministic on purpose.
Matching needs to be inspectable, so ranking is rules-based rather than delegated to an LLM.
Different at the edges.
Collectors deal with source-specific behavior. The rest of Atorasu gets one model.
Infrastructure proportional to the problem.
Go, SQLite, server-rendered HTML, and HTMX where interaction earns its place.
No distributed services. No infrastructure diagram that needs its own infrastructure diagram.
07 / Operation
Built for our own use.
Atorasu runs in production at Kumiko. A scheduled daily collection refreshes configured sources, and the operational interface stays private behind Cloudflare Tunnel and Cloudflare Access.
Live system
See Atorasu for yourself.
The production interface is private. Demo visitors can request temporary access to the real application.
Access is manually approved by Kumiko and expires after 30 minutes.
